“To promote environmental stewardship, public recreation, equitable access to green space by planning, developing, and maintaining a public waterfront park along the East River Estuary. The park shall serve as a community resource for education, ecological preservation, and recreational use, with a focus on restoring natural habitats, improving climate resilience, and fostering inclusive engagement with the waterfront for the benefit of all residents and visitors.
